Phil McNeely was re-elected to the Ontario legislature in Oct. 2011. After first being elected in 2003, he was appointed Parliamentary Assistant to the Minister of Transportation. He later served as the P.A. to the Minister of Energy and Infrastructure and most recently as Parliamentary Assistant to the Minister of Health and Long-Term Care.

Phil began his career in politics as a member of Ottawa city council representing Cumberland Ward from 2000-2002. After getting elected he quickly gained a reputation for being an ardent support of his community and making things happen. He supported residents concerned with the pollution threats of factory farming, and helped pave the way for the Hay West effort to provide drought-plagued farmers in the west with hay from Ontario.

He also played a leading role in bringing an arts facility to the community of Orléans and championed the development of a municipal park and beach on Petrie Island.

After getting elected to Queen’s Park in 2003, Phil continued to fight for the best interests of his constituents. He has been a leading voice on environmental issues in the Liberal caucus and was instrumental on getting legislation passed to ban “Power Wall” cigarette advertising in retail outlets.

During his second term in office, Phil secured funding to build the Orléans Family Health Hub, which will be the first of its kind in Ontario, and he succeeded in securing $230 million to fix the Split and widen the Queensway from the Split to Nicholas Street. He also found the money necessary to replace aging portable classrooms at St. Matthew High School and Lester B. Pearson High School with new school additions, and he facilitated the successful application by the Ottawa Lions Track and Field Club to replace the track at the Terry Fox Athletic Facility.

Before entering politics, Phil was the owner and chief executive officer of a successful engineering firm, McNeely Engineering. In this capacity he worked closely with municipal councils and government agencies to consult with affected citizens on numerous projects. McNeely is bilingual and is a professional engineer.

Born in Cumberland, he attended Lisgar Collegiate and graduated from McGill University with a BEng. He earned the equivalent of a master’s degree in engineering from the Imperial College of Science, Technology and Medicine in London, England. McNeely and his wife, Anna Marie, live in Ottawa-Orléans. They have three sons and three grandchildren.
